Marcos Enacts Lifelong Learning Development Framework

MANILA – President Ferdinand Marcos, Jr. has taken a significant step by signing into law a measure that establishes the Lifelong Learning Development Framework. This initiative aims to promote functional literacy across all communities in the country.

Republic Act No. 12313 was signed on October 23, 2025, and emphasizes the importance of lifelong learning for every Filipino citizen. The law states that this form of education should be based on the "willingness of the learner to voluntarily participate and study accordingly."
