Special Courts for Corruption in Infrastructure Projects

MANILA — Special courts will be established to handle cases related to questionable flood control projects and other infrastructure developments, according to the Supreme Court. The court announced this on Wednesday, emphasizing its commitment to addressing corruption in public works.
In a statement, the Supreme Court explained that the en banc has instructed the Office of the Court Administrator to closely monitor the submission of cases in Regional Trial Courts. Once these cases are filed, the SC will assign special courts to exclusively handle corruption-related matters linked to infrastructure projects.
Several government agencies, including the Department of Agriculture and the Department of Trade and Industry, are expected to file legal actions concerning irregularities in flood control projects and farm-to-market roads. These efforts come as various groups push for quicker resolution of corruption cases. However, President Ferdinand Marcos Jr. has cautioned against rushing the process, stressing the importance of due process.
The Supreme Court also highlighted its ongoing implementation of reforms under the Strategic Plan for Judicial Innovations (SPJI). These reforms aim to modernize the judiciary and improve efficiency, transparency, and accountability.
Key initiatives under the SPJI include the development of eCourt PH and other digitalization projects. These tools are designed to streamline court processes and make the judicial system more accessible to the public.
The reforms cover all levels of the judiciary, from trial courts up to the Supreme Court itself. This comprehensive approach ensures that every court is equipped with the necessary tools to handle cases efficiently and effectively.
President Marcos Jr. emphasized that the filing of cases related to the flood control issues should not be done hastily. He reiterated the need for a thorough and fair legal process to ensure justice is served properly.
“The SPJI seeks to address long-standing issues such as delays and case backlogs by institutionalizing efficient processes, adopting innovative solutions, and expanding access to justice for all,” the Supreme Court stated.
Despite these efforts, the full text of the SC’s resolution has not yet been uploaded to its official website. This has left some details about the formation of the special courts unclear. However, the court remains committed to ensuring that the legal system adapts to meet the challenges of modern governance.
